Commercial Nondiscrimination Policy Modifications

Requiring the staff of the Maryland Commission on Human Relations to review complaints and to make determinations relating to the Commercial Nondiscrimination Policy; altering the responsibilities of the Commission and Commission staff; requiring the Commission to protect confidential information; altering the standard for specified findings made by Commission staff; altering the procedures regarding contested case hearings; and authorizing the Commission to adopt regulations.

Disabled Veteran Business Enterprise Program

Establishing a specified participation goal for certified disabled veteran business enterprises for procurement contracts; requiring an awarding unit to consider specified efforts by and award specified contracts to bidders or offerors that meet or make a good-faith effort to meet specified participation goals; requiring the Department of Veterans Affairs and the Governor's Office of Business Advocacy and Small Business Assistance to jointly adopt specified regulations.

University of Maryland Systems – Minority Business Enterprise Procurement Activities

Requiring the Board of Directors of the University of Maryland Medical System to submit a statement of specified procurement policies and procedures to the Board of Public Works for approval; requiring the Board of Directors to include specified information about purchasing activities related to minority business enterprises in an annual report it submits to specified persons.

Procurement – State Procurement Contracts – Living Wage

Requiring specified contractors and subcontractors to pay specified employees a specified minimum wage rate under specified State procurement contracts; providing exemptions and reductions in a specified wage rate; requiring the Commissioner of Labor and Industry to alter a wage rate based on a specified Consumer Price Index and to administer and enforce requirements with regard to specified employers.

Procurement - Procurement – State Contracts – Employee Compensation Standards

Requiring nonexempt service contracts to contain provisions that establish employee compensation at a specified level; requiring that notice of specified employee rights be given employees affected by specified service contracts at specified points in the procurement process; providing that specified requirements must be met for specified service contracts to be certified; requiring that specified calculations account for specified compensation levels.

Washington Suburban Sanitary Commission – Minority and Local Small Business Enterprise Program

Requiring the Washington Suburban Sanitary Commission (WSSC) to establish a mandatory minority business utilization program by resolution or regulation for specified purposes under specified circumstances; requiring the regulations that establish the minority business utilization program to contain specified provisions; requiring the WSSC to examine specified certification programs to ensure that they adhere to specified guidelines before accepting the certification programs.

Altering the eligibility criteria of the local small business enterprise program of the Washington Suburban Sanitary Commission.

Department of Business and Economic Development – Maryland Small Business Development Financing Authority – Small Business Investment Companies

Authorizing the Department of Business and Economic Development to contract with two or more private companies to administer the programs of the Maryland Small Business Development Financing Authority; specifying that, if the Department contracts with companies to administer specified programs, the Department is required to contract with at least one company in the Baltimore metropolitan region and at least one company in the Maryland portion of the Washington metropolitan region and must require specified administration.

Maryland Funding Accountability and Transparency Act of 2007

Requiring the Department of Budget and Management to develop and operate a searchable website that includes specified information for State financial assistance and expenditures over $25,000; specifying parameters of the website; authorizing the Secretary of Budget and Management to designate agencies to participate in the development, operation, or support of the website.

Business Organization Filing Fees - Income Tax Credit

Increasing from $300 to $1,000 the filing fee for annual reports filed by specified corporations; providing a credit against the State income tax for $500 of the filing fee paid for filing annual reports; applying the Act to fees paid for annual reports filed after December 31, 2007, and taxable years beginning after December 31, 2006; etc..

Maryland Small Business Development Financing Authority - Financing Limitations

Altering limitations on lending, guarantees, and equity participation financing by the Maryland Small Business Development Financing Authority in specified transactions; altering the maximum amount of a loan guarantee that the Authority may make using the Contract Financing Fund; altering the maximum amount of a loan guarantee that the Authority may make using the Guaranty Fund; altering the scope of contracts for which the Authority may act as a surety or guarantee under the Small Business Surety Bond Program.
